Ok guys, because I have been constantly asked what is the best value to when it comes for price and performance hardware to build a PC, let me tell you my opinion. I take into account -> Gaming, Overall Productivity for any CPU, VGA intensive applications, like video/picture rendering and mining.
As I research tool I use Video Card Benchmark website and CPU Benchmark Website. Both are related to the PassMark benchmarking software:

What I want to incline is that this is NOT the best hardware available, this is the best price/performance value you can get.
I will divide my choices in 4 categories. Top Nvidia VGA, Top AMD VGA, Top Intel CPU and Top AMD CPU.
Nvidia VGA Top choice:
NVIDIA GeForce GTX 1650 SUPER - MSRP $165. PassMark Rating 9316 Value 56.5
Nvidia Runner-up:
GeForce GTX 1660 - MSRP $210, PassMark Rating 10805, Value 51.5
AMD VGA Top Choice:
AMD Radeon RX 570 - MSRP $130, PassMark Rating 6955, Value 53.5
AMD Runner-up:
Radeon RX 5500 XT - MSRP $170, PassMark Rating 8883, Value 52.3
CPU Intel Top Choice:
Intel Core i3-9100F @ 3.60GHz - MSRP $90 - PassMark Rating 8903,Value 98.9
Intel Runner-up: Intel Core i5-9400F @ 2.90GHz - MSRP $145 - PassMark Rating 12067, Value 83.2
CPU AMD Top Choice:
AMD Ryzen 5 1600* - MSRP $95 - PassMark rating 12292, Value 129.4
AMD Runner-up: AMD Ryzen 5 1500X* - MSRP $79 - PassMark rating 10112, Value 128
* Since I am aware both Ryzen 5 1600 and 1500X are about 3 years old now I want to make 2 more honorable mentions, that are very near to the top, but don't quite make it, just because they are more recent and the price did not quite drop yet, but they are providing awesome performance boost compared to the older generation of Ryzens
AMD Ryzen 5 3600 - MSRP $194 - PassMark Rating 19853, Value 102.5
AMD Ryzen 5 2600 - MSRP 120 - PassMark Rating 13508, Value 112.5
So after all that I want to say what would I be picking for myself if I was on the market for a new config. That would be a combination of a AMD CPU and Nvidia VGA: AMD Ryzen 5 3600 and GeForce GTX 1660. I want specifically to incline that all of this hardware is capable of mining and getting decent results. Any game on the Market will be Playable and you will have a high performance machine. If you guys are interested in such topics, please comment bellow and feel free to request any hardware advice you might need. I will try to answer all of those in an article. I really hope anyone finds this information useful.
