There is a widespread myth among many Putinists and anti-Putinists that Putin asked to join NATO, but was not accepted.
If you try to search for information about it, news, documents confirming it, you will not find it. There was no application for Russia to join NATO.

What went wrong?
It's just that Putin wanted to join NATO and eat his neighbors. That is, he made it clear in every possible way, they say, "You just take me, and don't take anyone else!". It seems that he wanted to be in the alliance on equal terms, but to be more equal than others. Therefore, when the issue of Ukraine and Georgia was raised, Putin quickly cooled towards NATO, because in this case his sphere of influence is in question, he will no longer be able to somehow put pressure on his neighbors. And if that's the case, then don't get hurt by anyone! The easiest way to ruin Georgia and Ukraine's prospects for NATO membership and maintain influence over them is to create a territorial conflict on their territory.
