The new “Innovation Exemption” lets Tokenized Securities Venues (TSVs) offer permissioned onchain trading of tokenized NMS stocks via AMMs/liquidity pools, with strict caps, transparency and recordkeeping.
TSVs must publish USD‑denominated trade data (prices, sizes, timestamps, pool addresses, daily volumes). Designed as a controlled pilot to gather data and inform future rules, SEC is seeking public feedback.

CFTC expands relief for “passive software” providers:
In a no‑action position, the CFTC said it won’t recommend enforcement against qualifying providers (and their personnel) that facilitate trading with CFTC‑registered firms/exchanges without registering as introducing brokers, so long as they don’t exercise discretion over user orders.
Extends March relief granted to Phantom, aims to let wallets/apps offer access to regulated derivatives/prediction markets more easily.
Comes days after CLARITY Act stalled, CFTC/SEC signaling rulemaking under existing authority.

Ethlabs cited broad DeFi founder support for EIP‑8198 (“Quick Slots”) to reduce ETH block time from 12s to 10s, specs are being merged and assessed for the Hegotá upgrade (potential implementation late 2026).
Rival chains are also speeding up: Zcash voters backed 25s blocks (from 75s); Solana cut slot time to 350ms, targeting 200ms.

CFTC submits crypto market regulation plan for White House review: T
he agency filed “Regulation Crypto Asset Transactions and Regulation Crypto Asset Markets” at the “prerule” stage (received Sept 17), signaling early‑stage rulemaking after the Senate failed to advance the CLARITY Act.
CFTC Chair Michael Selig said the agency is “locked in” to use existing authority, SEC Chair Paul Atkins likewise vowed to move “with or without legislation.”

Starting Sept 21, USDBRLUSDT perpetual futures (settled in USDT, up to 100x leverage) will trade continuously.
During regular FX hours, prices track a weighted index from third‑party providers, on weekends/holidays, pricing switches to an orderbook‑based mechanism using an exponentially weighted moving average.
Aim: extend price discovery and enable 24/7 hedging.
Follows Bybit’s 24/7 FX perps (EUR/USD, GBP/USD, USD/JPY) and Kraken’s FX perps (launched 2025).
