Since there is a certain amount of bitcoin that are in existence .. The simple fact that more being discovered raises the value of bitcoin. It's basic supply and demand for example when a hurricane comes by the value of something like water can group simply because there is a limited amount available. So with bitcoin that's what bitcoin scarcity means.
