I need help from guys who have knowledge about email marketing.

Actually I'm looking for cold email marking solutions for a startup. There are many email senders in the market but they have limitations and when I tried to overcome those limitations, cost is extremely high (for me it's really high and impossible to pay at this point). 

I need help to find the solution, that can send 250k personalized emails to 50k contacts on monthly bases. And my budget is 50$ max for that. 

Plz suggest any tool, software, or service that can help. 

And is it possible to setup my own server for this purpose? If yes, is it reliable and will solve the issue?
