About the laws. Why are there so many and often stupid bills proposed?
There are several reasons why absurd, stupid, or meaningless bills often appear. And this is not always related to the personal stupidity of deputies, but rather to the structure of the system.
Here are the main factors:
1. The law is needed not for results, but for accountability.
It is important for many deputies to show "vigorous activity":
- initiatives,
- bills,
- speeches.
This creates the appearance of work for the authorities and the media. The quality of the text takes a back seat - the main thing is to offer something in order to report later.:
"We are fighting against..." - the Internet, smoking, harmful information, foreign influence, bloggers, etc.
2. The law is a way to shine.
Especially for those who don't need federal recognition.
The scandalous proposal is a media hype - weight gain.
Even if the law is frankly crazy, it solves the problem: the deputy's name is in the news.
3. The political system does not involve real expertise.
In a normal parliamentary system, laws should be introduced.:
- expert groups,
- committees,
- research centers,
- independent deputies,
- the opposition.
In Russia, the majority of deputies are not politicians, but appointed representatives of political technology lists. Their task is to vote "as over", not to create quality standards.
Hence the lack of competence and professional training.
4. The ideology of "combating threats".
The current rhetoric of the government is based on the fact that the country is surrounded by dangers.
Therefore, it is easier for deputies to create new bans, restrictions, and fines than to improve laws.:
- "Ban",
- "Strengthen control",
- "Block",
- "Recognize as undesirable".
This approach automatically generates a lot of absurd initiatives.
5. Order from above.
Some draft laws are not initiatives of deputies, but instruments of the political will of the administration. The deputy only submits the document, but does not write it.
Therefore, the quality may be low - the main thing is to fulfill the order.
6. Lack of political competition.
If a deputy is not afraid of losing his seat, he does not need to think about the quality of his work.
He does not depend on the real voter - only on the leadership of the party.
