1. Overview

The Ministry of Interior of Liberland invites eligible and qualified bidders to submit proposals for the design and construction of the first Liberland Golf Course, an 18-hole professional-grade golf course covering approximately 30 acres (0.1214 km²).

The project begins in its first phase out of three in total, in which a provisional golf course is built with a single hole and the terrain is properly metered and prepared for further construction. 

After this rudimentary construction is completed, the second phase will follow with the overall completion of a 18 hole course, and the third phase, building up facilities. This will be followed by the opening of the entire facility.

The course will operate as a private club, accessible to members who are Liberland nationals, E-Residents, and EU citizens.

2. Contract Scope & Specifications

The selected contractor will be responsible for:

• Site Preparation: Clearing and grading the terrain according to golf course standards.
• Golf Course Construction: Including fairways, greens, bunkers, irrigation, drainage, and landscaping.
• Clubhouse & Ancillary Facilities: If required, the contractor may also be responsible for constructing supporting infrastructure.
• Non-Standard Construction Techniques: Ability to transport materials and equipment without motorized vehicles, in line with local site constraints.
• Project Management & Compliance: Ensuring adherence to international golf course design standards, sustainability principles, and all relevant legal requirements.

3. Eligibility Criteria

A. Professional & Technical Capacity

• Minimum 2 years of experience in the construction sector.
• Advantage: Completed at least one small to medium-scale construction project in any of the following regions:
  • Croatia specifically or the European Union (EU) (at least one project preferred)
  • United Kingdom (UK)
  • United States (US)
  • United Arab Emirates (UAE)
  • Latin America (LatAm)
  • Southeast Asia

B. Financial & Operational Capacity

• Sufficient financial standing to complete the project, demonstrated by audited financial statements.
• Ability to procure materials and execute the project without relying on external supply chain dependencies.
• IMPORTANT: Knowledge of the realities on site and the physical and regulatory peculiarities of construction in Liberland.

C. Legal & Regulatory Compliance

• Legal authorization to operate as a construction company in Croatia.
• Compliance with all EU and international labor, environmental, and safety standards.
• No past or pending legal disputes affecting the company’s ability to perform the contract.

4. Evaluation Criteria

The evaluation will be based on the following weighted criteria:

5. Submission Requirements

Interested bidders must submit a formal proposal, including:

1. Company Portfolio – Demonstrating fulfillment of eligibility requirements.
2. Technical Proposal – Including a detailed construction plan, sustainability measures, and compliance strategy.
3. Financial Proposal – A detailed cost breakdown, including labor, materials, overhead, and profit margins.
4. Project Timeline – Estimated start and completion dates, with milestones.
5. Legal & Financial Documentation – Business registration certificate, tax compliance certificate, and audited financial statements.
