A rare military-to-military meeting between senior U.S. and Cuban officers has sparked international attention.
The talks took place near the perimeter of the U.S. Naval Station at Guantanamo Bay, one of the most politically sensitive locations in the Western Hemisphere.

General Francis Donovan, head of U.S. Southern Command, met with Cuban General Roberto Legrá Sotolongo and other military officials. According to statements released by both sides, the discussion focused on operational security and safety issues around the base.
While the meeting itself was brief, its symbolic importance is significant.

For decades, relations between Washington and Havana have been marked by distrust, sanctions, political disagreements, and unresolved disputes over Guantanamo Bay. Direct military contacts at this level have been extremely uncommon.
