The End of 19th Century Neutrality

The End of 19th Century Neutrality

On September 27, 2026, a truly historic referendum took place in Switzerland. The far-right organization Pro Switzerland, with the support of the right-wing populist SVP party, put forward the "Maintaining Swiss Neutrality" initiative for a vote. For those who do not know or have not heard about Switzerland's foreign policy, since 1815, the country has held a status that strictly refrains from participating in military conflicts between other states and avoids joining any military-political alliances, including NATO.

However, as of 2026, Swiss society demonstrated a highly critical stance toward this idyll that has lasted for over 200 years. 70.15% of voters refused to make their neutrality even stricter, preserving the right to impose sanctions and voting against the initiative in all 26 cantons of the country.

The authors of this doctrine wanted to introduce major changes to the constitution, namely to institutionalize the concept of "perpetual and armed" neutrality, to forbid the government from introducing any economic or diplomatic sanctions against warring countries unless approved by the UN, and to ban any military cooperation with defense alliances, including NATO, except in cases of a direct attack on Switzerland itself.

The trigger for the referendum was the fact that in 2022, the Swiss government introduced sanctions against Russia following its full-scale invasion of Ukraine. Essentially, they mirrored the decisions made by the European Union.

Supporters of the initiative to maintain Swiss neutrality, including billionaire Christoph Blocher ( just for reference, his family business Ems-Chemie continued to operate in the Russian Federation during the war ), argued that sanctions destroy Switzerland's status. Moscow openly supported this initiative and urged Swiss citizens to vote "yes" for the "Maintaining Swiss Neutrality" initiative. You might ask, why did Russia need this? The answer here is actually quite simple.

The initiative proposed to ban Switzerland from introducing any sanctions except those approved by the UN Security Council. Since Russia is a member of this Council and holds veto power, it would simply block any sanctions against itself there. If the Swiss had voted "yes", Switzerland would have been forced to completely lift all sanctions against Russia, and the Kremlin would have gained a legal way to bypass global restrictions through Swiss banks and companies.

By the way, opponents of this initiative directly labeled it as pro-Russian and harmful to the country's security.

What can all this tell us on the political arena? It shows that the government retains full rights to freeze assets and to cooperate with the EU on certain matters. As of today, Switzerland has already frozen approximately 8.4 billion dollars worth of Russian assets. I really liked the statement by Swiss Foreign Minister Ignazio Cassis that the country remains neutral, but its neutrality does not mean indifference to violations of international law. Finally, the country will be able to continue joint training and cooperation with NATO partners and European neighbors in accordance with its new Security Strategy.

In essence, the decision of Swiss voters has set a precedent for other European countries trying to balance between neutrality and morality. It can also be said that this referendum showed that modern neutrality based on the 19th-century model simply does not work. Meanwhile, Switzerland proved that the financial isolation of dictatorships and the protection of international law are far more important than dirty profits. And the bad news for Russia is that they lost their last chance to create a legal money-laundering zone right in the center of Europe.
