The Central Bank of Brazil published 3 resolutions today (BCB 519, 520, and 521) which, as I understand it, will come into effect on February 2, 2026.

Every international payment with crypto? Reported to the BC.
Every stablecoin transaction? Treated as traditional currency exchange."Mandatory identification of the owner" of self-custody wallets.
That's right. You transfer Bitcoin from the exchange to YOUR cold storage wallet? The exchange is REQUIRED to identify you and report the transaction to the Central Bank.

With this, they will monitor everything, even cold wallets, meaning they will have a kind of database with everything about you, including your CPF (Brazilian taxpayer ID), which is the identification code for Brazilians, so to speak.
