We all know of the 1:1.0073 XRP to Spark ratio.

If you live outside of the United States and held XRP on Bitrue during the snapshot, you will be able to trade the 15% of your Spark Tokens (FLR) on Bitrue as soon as January 6. U.S. participants will be able to start trading after Flare Networks officially distributes FLR (Q1 or 2 of 2021).

Important note: You aren't actually trading FLR, rather you are trading IOUs. This is like trading crypto on Paypal or Robinhood. Another example could be using casino chips or arcade tokens.
