After you fix up your house you now have several options your total monthly payment will likely be like $500 per month.

If you buy the house and cash your property taxes and insurance will probably be like $200 per month.

This means you'll likely have enough money available to invest and fix up another house to either flip or rent out only rent it out if its owner occupied that way you can kick out any junkies and they'll have no squatter's rights.

The better bet is to fix it up and sell to someone else from biz for a small profit and then do that again there are entire blocks in this area that would benefit from skilled people moving in and fixing everything up junkies scare easily.

There's no law against literally kicking people in the ass until they move from your area so it's okay to walk around the neighborhood with an open concealed gun and a baseball bat until all the drug addicts get the message and move to somewhere else.

As soon as all the criminals drug dealers junkies are gone your $40,000 house will now be worth upwards of $300,000 to $400,000 you can either continue living in your now safe nice neighborhood or you can cash out and do the same thing somewhere else.

This is basically a foolproof plan to invest $40,000 to $100,000 and make a nice profit of upwards of $300,000.

The downside is if not enough people do this it'll be much harder to get rid of all the fentanyl addicts but if 100 plus people all do this and coordinate our efforts it'll be a huge win this is why it's easy for a large organization like Black Rock to coordinate and buy huge swaths of houses.
