For any game that involves money, it is hard to control people who try to trick the system and grab more rewards. I was initially thinking about how come splinterlands alone was able to allow multiple accounts per user. Ethically having more than one account is not very fair but if it takes lots of effort to progress in the game even if people have multiple accounts, then it shouldn't be a problem.
For example, in the case of splinterlands, people get rewarded only by spending their time playing the game regularly. There is no rewards from the game if they don't spend time playing the game. In addition to that, any player should spend an initial 10$ to purchase the starter pack and get started with the game. So, for a game like splinterlands allowing multiple accounts should be okay because only the time effort by the player is going to give returns to the user.

In the case of games like Rising Star that is not much dependent on user activity so much, it is hard to control or restrict the abuse of the reward system. A few days back a discussion was initiated as to how many accounts should be allowed per person in the game. I have heard that people play the game with multiple accounts and try to farm the game. But there were some restrictions already in the game to control users from abusing the system with multiple accounts. I was thinking that all these discussions would end up in a conclusion where people can have a maximum of 2 accounts per person. But it was decided that it is going to be only one account per person.
I was playing the game with two accounts which were my main account and then @kanibot account. It is quite unfortunate that my main account got flagged and the @kanibot account is still intact. But I have requested to activate my main account and flag @kanibot account so that I can progress with my primary account. I hope the mechanics of the game is somehow adjusted in the future so that it doesn't matter so much even if players play with multiple accounts. Well, it is just hoped but I'm happy with the current setup, and let's see what happens.
Should this be controlled in-game level or user level?
I guess bringing regulations in the game to control abuse is something that is commonly seen in all the games. I personally feel that it is mandatory and required for any game. Also, I feel that it would be ideal to bring this change only on the game level and not at the user level. Users are always clever and they somehow find a way to abuse the system. Bringing control at the game level is a great move.

For example, right now I guess the game is flagging the secondary account that is played from the same IP address. The next criterion taken for flagging is the transfers made from one account to another account. So when it comes to IP address restriction, it also brings another challenge for the game team where members from the same family or same hostel where the IP address is common cannot play the game. There are a few challenges for the game team to address. But here again, people playing with multiple devices with a VPN connection would still be able to survive but yeah it is also challenging for the developers to handle all scenarios.
