The M23 crisis in the Democratic Republic of the Congo (DRC) persists due to a combination of factors, including long-standing geopolitical tensions between the DRC and Rwanda, proxy warfare, and the weak commitment of the Congolese state to address the underlying grievances that fuel armed groups.

The M23, a rebel movement, has demanded the fulfillment of a 2013 agreement with the Congolese government, which includes addressing the security and discrimination concerns of Congolese Tutsi. Rwanda has been accused of supporting the M23 through arms transfers and combat support. The DRC has responded by partnering with the Democratic Forces for the Liberation of Rwanda (FDLR), a group that Rwanda sees as a security threat. Economic interests also play a role, with Rwanda relying on cross-border trade with the DRC.

Additionally, competition between Uganda and Rwanda over infrastructure projects and gold concessions in the DRC has further strained relations. Violations of ceasefires, differing narratives, and a lack of trust between the parties have hindered efforts to resolve the crisis. Recommendations for resolving the crisis include ending support for armed groups, addressing security concerns, guaranteeing the safety of the Congolese Tutsi community, harmonizing taxation, and coordinating regional efforts. International actors such as the European Union, the United States, and the United Nations should act consistently and in concert, focusing on political solutions and protecting civilians. Long-term peace will require sustained political commitment and an end to proxy wars in the DRC.
