First of all I came to know about these news when I readed one article on cointelegraph.

According to that article the Judge Kevin Castel had given the final judgement in the the SEC vs Telegram case on 26 june and after which the telegram had to pay 1.2 billion dollar back to their investors who had participated in their ICO for the failed Telegram Open Network.

After the court judge judgement on 26 june these drama come to an end which was between the SEC and Telegram and the SEC finally woned and so that Telegram had to pay 1.2 billion dollar back to their investores who had participated in their ICO.

After winning in the court SEC had given one announcement

“New and innovative businesses are welcome to participate in our capital markets but they cannot do so in violation of the registration requirements of the federal securities laws.”
