Copilot by Design

   This post is in part an essay  in the "By Design" series on the promenade we have before us concerning Artificial Intelligence. In the previous essay Albania's Diela was into focus. I mention the three LLMs of choice. Specifically  "...We are sooo use to hearing about those big three LLMs.. (large language models) Copilot, Gemini and ChatGPT. Often we lose track of the actual scale of integration." Not only integration but the simple fact that in reality all of the (required) governance plays a crucial role... if not the most crucial. Of course this can be viewed as a wholistic approach. I'm sorry guys I simply cant shoehorn our beloved xAI in the equation. However I would love to expound on that "Macrohard" stuff. and for the sake of context I simply must do so by using that Musky ...Colossus do so BitBiased AI ( YT content creator) retorts Microsoft pays the salaries of about 228,000 (stock quote as of 12/5/25 $483.16) employees. I deduce he would prefer the GPU laden data center to have a dreamy total of a handful of humans.

    Microsoft's Copilot was dawned on its premiere launch date in September 2023 and its previous iteration as Bing Chat. It is one of the more formidable platforms in the sector. Previous to this date many were aware of the Bing Chat Bot. Primarily it was woven into the Bing search engine and Edge web browser however Copilot was more designed to be a stand alone  Here's a comparison of the key features:

Bing Chat (Previous Version):

•  Primarily integrated into the Bing search engine and Edge browser.
•  Focused on enhancing search with conversational answers.
• Provided real-time responses based on web information.
• Offered creative content generation like poems and songs.
• Included an image creation feature.
• Allowed switching between conversation styles (Creative, Balanced, Precise).
• Could respond to image uploads with text-based questions.
• Listed sources and links for its answers.

Copilot (September 2023 Premiere Version):

• Designed as a more standalone AI companion.
•  Integrated across various Microsoft products (Windows 11, Microsoft 365, Edge, Bing).
• Offers broader functionality beyond search, including assisting with tasks in Windows and Microsoft 365 applications.
•  Includes features like AI-powered Paint and Photos enhancements.
• Introduced Copilot Lab for learning new ways to work with AI.
• Microsoft 365 Copilot provides productivity boosts within Office apps.
• Image creation with DALL-E 3 and personalized answers were also part of this rollout.

    This comparison highlights the evolution from a search-focused chatbot to a more comprehensive AI assistant across the Microsoft ecosystem. What adds texture to this is the development of GROK in proxy at present in its  fourth iteration.  You know that's another post. However the pace of development in even the civic and government sector is not stopping and /or slowing down as can be illustrated by this vlog post on Youtube by the NBC News affiliate below.

Now I will elaborate on the roles of these chatbots within American governance moving closer to the enterprise of at one instance Diela. 

Here's a summary of the four American government AI chatbots we'll discuss:

1.  USA.GOV's Chatbot: This chatbot primarily serves the general public, acting as a digital front door for government information and services. It helps citizens navigate bureaucracy, find accurate information, and get assistance on various topics, including scams, thereby improving public service delivery.

    Governance Function: Aims to improve the accessibility, efficiency, and transparency of public services. It helps citizens navigate complex government bureaucracy, find accurate information on topics like taxes, benefits, and scams, thereby fostering greater civic engagement and reducing the burden on human customer service representatives.

2.  DHS Chat (Department of Homeland Security): Designed for internal use by DHS personnel, DHS Chat enhances operational efficiency within the department. It assists staff with complex tasks like summarizing documents, generating code, and streamlining data entry, supporting homeland security efforts.

    Governance Function: Governance Function: Enhances operational efficiency, productivity, and decision-making within a critical government department. It assists DHS staff in performing routine and complex tasks more efficiently, such as summarizing intricate documents and reports, generating computer code, and streamlining repetitive data entry, ultimately supporting the department's mission of homeland security and national resilience.

3.  USPS Chatbot: This chatbot focuses on assisting customers with services related to the United States Postal Service. It helps with package tracking, finding post office locations, and answering general inquiries about postal services, improving customer experience for a key government service.

Governance Function: Improves the customer experience and operational efficiency of a vital government service. It helps customers track packages, find post office locations, calculate postage, and answer general questions about mail services, thereby enhancing the reliability and accessibility of postal operations for millions of Americans.

4. AI Dan - DOE Chat bot (Department of Education, Federal Student Aid): This AI assistant focuses on helping individuals with Federal Student Aid.

Governance Function: Simplifies access to critical educational financial assistance programs. Andy guides students and families through the complexities of federal aid applications, eligibility, and repayment options, thereby supporting the government's educational objectives and financial aid administration.

These meager four examples illustrate how AI chatbots are being deployed across different levels and functions of American governance to improve public service delivery, enhance internal operations, and support specific policy goals. To top it all off!! the launching of a project what was characterized many American news agencies as a continuation the spirit of the our government's Manhattan Project, precisely the Genesis Mission which has already been initiated by the federal (DOE) Department of Energy. In the next article I will delve a little bit deeper

Now lets get back to Copilot with an endnote concerning some inroads to understand how this AI from MS can be used in proxy with these federally derived chat bot and their assistantship. Here are four common ways a copilot could act as a proxy for the DOE's AI DAN:       

1.  Direct API Integration: Copilot could directly call AIDAN's underlying APIs or services to retrieve answers and present them to the user.   

2.  Natural Language Processing (NLP) Layer: Copilot could process user queries, interpret their intent, and then formulate specific questions for AIDAN,       translating AIDAN's responses back into a more conversational format.   

3.  Knowledge Base Aggregation: Copilot might access AI DAN's knowledge base or documentation directly, using its own intelligence to synthesize               answers for the user without necessarily interacting with a live AI DAN instance for every query.   

4.  Workflow Orchestration: For more complex tasks, Copilot could guide the user through a multi-step process, using AIDAN at specific points to get       information or complete actions related to federal student aid. Of course this option would be in a sense the most limited example by definition but I hope you get the point. Whatever for example Aidan.. theoretically couldn't help students or applicants with... in turn Copilot would. 

 

In conclusion,, all of these can be studied thru the lens of the nSAIOL Matrix conceptual framework at the projected end of this series.
