The 54th Censis report reveals depressing data on the social reality in Italy. The annual photograph of the Report gives us a country where the gap between rich and poor is becoming increasingly marked: the management of the Covid emergency and the lockdown have in fact harmed the most vulnerable and fragile people, widening the social inequalities already existing.

The Censis report also captures another disturbing aspect, according to which 38.5% of Italian citizens are ready to renounce their civil rights for greater economic well-being, accepting limits on the right to strike, freedom of opinion and to join trade unions and associations.

In general, there is the influence that media terrorism in recent months has had on Italians, disoriented and afraid by a health criminology aimed at legitimizing new government devices based on "bio-power".

Among the authoritative voices that have stand out from the unique singing of the mainstream narrative we find that of Donato Greco, luminary of epidemiology and consultant of the WHO, who in October made important statements starting from the analysis of the lockdown in Campania: "There is a decision-making of a political, not scientific matrix".

Napoletano, specialized in infectious and tropical diseases, hygiene and preventive medicine and health statistics, directed the Laboratory of Epidemiology and Biostatistics of the Higher Institute of Health and, also at the ISS, of the National Center of Epidemiology. He has conducted more than thirty investigations into infectious epidemics, nine of them abroad on behalf of the WHO: for twenty years he was director of the European Centre for Collaboration with the WHO for Infectious Diseases. He was Director-General for Prevention at the Ministry of Health and Director of the CCCM, the Centre for Disease Control. He participated in the construction of the ECDC the European Agency for Infectious Diseases and is currently a consultant for the WHO and the ECDCs.

An internationally renowned scientist, his opinion cannot be dismissed as he has done with that of his colleagues.

In an interview curated by Gianmaria Roberti for Salernosera.it, Greco recalled that 97.8% of the positives are healthy asymptomatic bearers. Therefore, as other clinicians and scientists have already explained, it is improper to pass the idea that they are 'sick', endorsing a terrorist vision of the pandemic and legitimising further coercive measures.

Speaking of the lockdowns that continue to have alternating current, Greco himself expressed himself in a negative way, explaining that "This disease will drag on for a long time to come. This is a virus, by the way, that prefers spring. It is clear that we need to restrict the transmission hotbeds where we are sick, but I see a mixture of decision-making, more political than scientific, which is sometimes exasperated, brings free damage.

Greco recalled how the collapse of intensive care is not dissimilar to that of previous years: "I remember that pneumonia, before Covid, was the fourth cause of death in the elderly. Many of these, indeed the majority, were viral pneumonia. Because bacterial bacteria fight well with antibiotics."

The obligation to keep the mask outdoors was also rejected in case there are no gatherings: "when there is distance there is no point in the mask outdoors. On the contrary, it is counterproductive, because it reduces perspiration to the benefit of what? When we're out there's circulation."

According to Dr Greco's analysis, the government is using a policy of fear to legitimise measures that would be disproportionate. Already in March the philosopher Giorgio Agamben from the columns of "The Manifesto", had described as "hectic, irrational and completely unjustified" the measures taken by the Italian government: "It would seem that once terrorism has been exhausted as the cause of exceptional measures, the epidemic can offer the ideal pretext to expand them beyond all limits".

The pretext, according to Agamben, would be identified in the "state of fear" that "in recent years has evidently spread in the consciences of individuals. Thus, in a perverse vicious circle, the restriction of freedom imposed by governments is accepted in the name of a desire for security which has been induced by the governments themselves which are now taking action to satisfy it.'

The key to these reflections is fear. Fear, in fact, is just one of many pieces in the process of social manipulation that power has adopted for centuries. A crisis is induced or used to pursue policies that would otherwise be unpopular but which the perception of shock, whether induced or real, legitimate. In a state of fear, public opinion feels disoriented, lost, like the prisoner who is the victim of torture. The population under threat of danger or severe trauma feels paralysed by terror to the point of accepting any proposal or intervention that comes from above. And in this case, it may even go so far as to prefer a state of subjectiveness and the renunciation of civil liberties and rights, as the latest Censis report photographs, in order to pursue an illusory state of security.
