Is crypto new tool for governments to influence hinterland ? , tracking citizens cash flow ? , create backdoor for sanctions ? , new way for politicians spend "extra" money ?

2 - China will build blockchain city in Malacca strait area in Malaysia. Malacca strait is the main marine route for entire China oil imports and single marine route for China's entire export to Europe, Middle East and Africa. Why China choose a place in Malaysia for build blockchain city ? only for developing tech ?
3 - Central Bank of China will launch own cryptocurrency soon. We all know about trade war on tariffs between the U.S and China. If China will export products to the U.S via third country, central bank cryptocurrency will be use for export transactions to avoid Swift system ?
Will this cryptocurrency will use for tracking citizens "comrades" cash flow and use for prevent capital transfer out of China ?
4- Is the biggest fear of the U.S government as losing global domination of USD ? fear to loss global sovereignity in monetary basis ? Is it root reason of reactions to Libra ?
5 - Starting with immediate effect at August 1, all crypto traders who trades R30.000 (7500 USD equivalence) or more in a month should be subject to tax payments. Brasilian government avoid to financial turmoil wave in surrounding countries ?
6- Countries will start launch CBDC ( central bank digital currency ) but they will also still use fiats. We know politicians, if Central bank governance is not independent in a country, possibly they will not withdraw same amount of fiat when they launch crypto currency. It will increase emission ( total circulated supply ) as total of fiat + national crypto. It will create price increases on goods and services.
Seems that countries want use crypto in financial defence and some big ones want use as global financial control and tool of financial war.
