One Report this month indicates that the Microsoft-owned GitHub may be targeting and restricting users in countries that are facing trade sanctions by the United States.
The second point is that some of the counties facing the Ban include Crimea, Cuba, Iran, North Korea, and Syria. Some of the users are at risk of having their accounts banned though the website provides developers with an appeal form to dispute the restrictions,
I think that the long procedure and wait time to get results from an appeal might discourage people from even trying.
Lastly, a user reported that his account was flagged as restricted And that unflagging it means he has to prove that he does not live in Crimea.
