Several different states utilize the proven by a preponderance of the evidence to determine guilt, as opposed to beyond reasonable doubt (as in criminal court). What is a preponderance to put it bluntly this is legalese for. Simpley is a probability call that is determined by the defendant's likelihood guilt . Far from reasonable doubt is required in some states as of writing this there's 21 using just preponderance to decide guilt. However many of the states vary in the levels of corruption of their legal institution's possibly some aren't as guilty of this exploitation. My preponderance of the evidence is that they are corrupt in one way or another.

  Many reports on these types of "Lawful " search and seizures that regardless of the innocence of the suspect. Seized their assets including legally earned funding from their jobs/businesses. This isn't necessarily limited to funding however because assets can be seized as well including property vehicles anything that they perceived as related to their case. While some people can afford to take their claims to court and dispute their charges. This is not always easy considering that you're assets have been sized. For those whom have contested them in court and won. They get some of their property back and often no monetary assets are returned.

So from what I have witnessed and researched Michigan police keep profits from their "criminal case's seized assets. This means that their is a monetary reward for unethical police practices. Regardless of the guilt of the suspect money is made by the police department. Utilizing tactics that historically was reserved for major criminal organizations such as the mafia. Michigan's legal systems caused a massive amount of medical Marijuana patients to be prosecuted as criminal's despite their innocence. Simply because they have been prescribed Marijuana as medication their robbed and traumatized in police raids.

Thanks to the proceeds from their entrepreneurial spirt of "hey aren't they guilty" they are getting a upgrade. Nothing terrifies more than the following those same police department's have military hardware now. Yeah military hardware on this wishlist from hell we have.
