In simple terms, it is a protocol based on one of the known blockchains to ease the task. The most popular blockchains such as Bitcoin or Ethereum can be saturated when too many users wish to make a transaction, resulting in slower operations or higher costs to make transactions.
Layer 2 allows to partially overcome these issues by performing operations outside the base blockchain in order not to overload it. Once these transactions have been completed, they are later incorporated into the blockchain in order to assure their authenticity, but without requiring as many resources as if they had been handled directly on the basic blockchain. It is a solution that has been developed to improve the efficiency of certain blockchains while retaining a high level of security. This is demonstrated by an improvement in the speed of transactions, a lower cost of transactions or both.
