Kira will be launching in similar fashion to Polkadot: PoA with sudo -> Governance -> MBPoS -> removing sudo -> IXP -> sharding -> on-chain contracting -> self sustaining network. It's budget is reserved for 3years to make sure project can deliver a self sustaining network within that time, before the community fully takes over
