Italy Could Let 17-Year-Olds Drive as Road Rules Face Major Changes


Italy may be preparing for one of the biggest changes to its driving rules in years.
A new reform under discussion could allow teenagers to obtain a category B driving licence at 17, under an accompanied-driving system. At the same time, another proposal could change the way drivers use the right-hand lane on three-lane motorways.
But there is an important detail: these are proposals, not rules that drivers can use today.
The Italian Ministry of Infrastructure and Transport has started consultations on a possible reform of the Highway Code. The project covers much more than driving licences, including fines, insurance checks, motorcycles, disability permits and motorway traffic.

A driving licence at 17
The proposal to lower the minimum age for a category B licence is one of the most eye-catching parts of the reform.
The idea is connected to the new European framework for driving licences, which introduces accompanied driving for 17-year-olds.
The principle is simple: young drivers could gain real-world experience before reaching 18, but under controlled conditions and with an experienced adult beside them.
This could represent a major change in Italy, where the traditional minimum age for driving a car independently is 18.
The reform is therefore not simply about giving teenagers earlier access to cars. It is about changing the transition between driving lessons and independent driving.

What about overtaking on the right?
The second proposal is perhaps even more controversial.
Italy is considering allowing parallel-lane traffic on three-lane motorways, potentially making it possible for a vehicle to continue moving faster on the right without automatically treating the situation as an illegal right-side overtake.
That distinction matters.
The proposal should not be interpreted as a general permission to aggressively overtake other vehicles on the right.
Instead, the goal would be to deal with situations in which vehicles occupy different lanes and traffic moves in parallel.
For drivers, the change could be significant.
It could also reduce unnecessary lane changes by drivers who move from the right lane to the middle or left lane simply because another vehicle is travelling more slowly.

More than two controversial changes
The proposed reform includes several other measures.
Authorities are considering stronger action against vehicles without valid insurance, changes to the way fines are calculated and new procedures for enforcement.
There are also proposals involving motorcycles, emergency lanes during traffic disruptions and the digital management of disability parking permits.
One idea concerns fines detected remotely. The proposal would reduce the notification period for certain offences from 90 days to 30 days.
Another proposal would change how fine revenues are distributed, directing a larger share toward road safety and infrastructure.


When will the new rules start?
This is the key question.
They have not started yet.
The Ministry has opened a consultation process with associations and industry representatives. The proposals may therefore still change before becoming definitive legislation.
For drivers, the current Highway Code remains applicable until any new provisions are formally approved and enter into force.
That means a 17-year-old cannot simply assume that the new driving system is already available.
The same applies to right-side overtaking: the proposed changes do not currently give drivers a general licence to overtake on the right.

Why this matters
If approved, the reform could affect millions of Italian drivers.
For young people, the most important change would be the possibility of gaining supervised driving experience before turning 18.
For experienced drivers, the motorway rules could change one of the most familiar aspects of everyday driving.
The real challenge will be making the new rules easy to understand.
A change designed to make traffic smoother could have the opposite effect if motorists misunderstand where the new limits begin and end.
For now, the Italian Highway Code is still operating under the current rules.
But the debate has clearly started — and the next version of the rules could look very different.
