Italy Bet on People Over Bots: Ambitious National Plan to Regulate AI


Italy has taken a significant step toward regulating artificial intelligence by approving a set of draft legislative decrees that begin to define how AI will be integrated into key sectors such as work, education, and public safety.

According to reports from Wired Italy, Euronews, and Agenda Digitale, the Italian government has initiated the implementation phase of the EU Artificial Intelligence Act, introducing a national framework aimed at balancing innovation with social protection.


The new regulatory package is not yet fully in force, but it marks one of the most structured attempts in Europe to govern AI at a national level. It establishes principles of transparency, accountability, and human-centered oversight, ensuring that artificial intelligence systems remain under meaningful human control.


In the labor market, the decrees introduce stricter rules on the use of algorithms in hiring and workplace decision-making. Companies will be required to ensure transparency when AI systems are used in recruitment or performance evaluation processes, while maintaining human supervision over final decisions. Training programs for workers and employers are also expected to become a key component of the transition.


Education is another central pillar of the reform. Artificial intelligence will be progressively integrated into school and university curricula, both as a learning subject and as a tool for teaching. The goal is to improve digital literacy among students and teachers while preparing the workforce for an AI-driven economy.


In terms of public safety, the legislation sets limits on the use of biometric recognition technologies and defines strict conditions for the deployment of AI systems by law enforcement and public administration. The aim is to prevent mass surveillance and protect fundamental rights while still allowing the use of advanced technologies in security contexts.

The broader debate in Italy reflects a global question: will artificial intelligence replace traditional jobs or create new opportunities? While AI promises increased efficiency and innovation, concerns remain about job displacement, inequality, and the need for large-scale reskilling of the workforce.
