Electric scooters are no longer operating in a legal gray area in Italy. A major rule change is arriving nationwide, and millions of riders may soon face fines if they ignore it.
Starting in May 2026, electric scooters used on public roads must carry an official identification plate. The new regulation is part of a broader crackdown on urban mobility after years of rising accidents, reckless driving complaints, and growing pressure from local authorities.
The measure has already sparked debate online. Some users see it as necessary for safety. Others believe it could damage one of the fastest-growing forms of eco-friendly transportation in Europe.
The new “plate” is not a traditional metal license plate like the ones used on cars. Instead, it’s a small official identification sticker linked directly to the owner’s tax code and personal data.
Authorities say the goal is simple: make electric scooters traceable and improve accountability in cities where anonymous riders have often escaped penalties after accidents or dangerous behavior.
The registration process is expected to happen digitally through Italy’s official transportation portal. Riders will need digital identity verification and a small administrative payment before receiving the sticker.
But the registration itself is only part of the story.
The government is also tightening rules around insurance, helmets, and road behavior. Helmet requirements are already active, while insurance obligations are becoming increasingly connected to the new identification system.
Experts believe this marks the end of the “wild west” phase of micromobility in Italy.
In cities like Rome and Milan, electric scooters exploded in popularity because they were cheap, fast, and practical. But their growth also created chaos. Pedestrian accidents increased. Sidewalk riding became common. Police often struggled to identify riders involved in crashes.
That pressure eventually pushed lawmakers to intervene.
The financial risks are now real. Riders caught without the required identification could face fines reportedly ranging from 100 to 400 euros, depending on the violation and local enforcement.
For many commuters, the debate is emotional.
Supporters argue the rules will finally bring order and safer streets. Critics say excessive regulation could push people back toward cars and traffic-heavy transportation.
The business impact may also be significant. Insurance providers, scooter manufacturers, and mobility startups are already adapting to the new legal framework.
Meanwhile, online reactions remain divided. On Reddit and Italian forums, users are debating whether the system will actually be enforced consistently or become another complicated bureaucracy.
One thing is certain: Italy is entering a completely different phase for electric scooters.
