I'm not sure how it is elsewhere but where I'm from there seems to be way too many people that haven't ever been taught what's acceptable public behavior and what's ok and what's not. I don't like to pit this type of thing on their upbringing but rather the way in which this is encouraged cause "it's cool"? While in actuallity it's the absolute opposite...
Not only is it disgusting for other people that see you do that, it's also unsanitary and someone else might step into what's essentially a piece of shit on the road cause someone can't do a biologicaly normal thing to do... swallow saliva. Not only is stepping on it annoying and dirty it's also a very real health risk if someone manages to get whatevers in it, into their system cause of all the diseases that are spread through bodily fluids. Not to mention that we're still in the Covid era which is specifically transfered through fluids and numerous studies have shown that spitting, sneezing and coughing in the open all leave traces and particles in the air for prolongued periods of time.
Even if that wasn't the case, we are no longer in Victorian England, we don't shit, piss and spit on the street cause we're an advanced civilization with rules and things like spitting are disgusting and unacceptable for most people, so stop doing it.

The worst thing is that there is an obvious correlaction between people that spit and their demeanor, they're usually aggressive and confrontational so it's hard to even tell someone to stop when they do this as you risk either getting yelled at or even beat up possibly cause the person in question isn't respecting others, just like he doesn't otherwise. There's also the fact that there aren't that many people that actively tell others when they're doing something wrong cause they are either introverted, scared or just baffles by what they just saw... so it's even harder when the police aren't the ones enforcing this since it's a social thing rather than a legal one...
