Today in Brazil, pets are also protected by law, known as "animal rights against mistreatment," and therefore we are advised to neuter animals to prevent unwanted proliferation.
Then, in the neighboring city known as Tijucas, the city hall created a space where animals found abandoned or mistreated were collected so they could be vaccinated, neutered, and well cared for, to enter an adoption program. However, any citizen could also bring their pet to be neutered for free. At least that's what everyone was saying.
So I went to this institution. When I arrived, there was a kennel before the service room; there was no one there, only the dogs barking. I approached, and when I reached the door, I was faced with this scene: two public employees, almost dying of laziness, waiting to attend to me.
I asked the questions I wanted regarding neutering, and they reluctantly told me, "That's the vet's job," without even getting up from where they were. I was perplexed by the "service," with the eagerness of someone who wanted to get rid of me. They gave me the phone number of the responsible vet to schedule a follow-up visit with her. She was the real driving force behind the project and seemed to do everything there on her own. After some conversation, I learned that she was a volunteer and they had been sent by the city hall to take care of the kennel and help her, who was the project's developer, receiving money from the city hall to finance the project.
I realized that she truly had a passion for animals. She promptly gave me a form to fill out and a card with the day and time when a kind of mobile clinic would come. I can't explain it properly, but it was a truck, like a giant trailer, with several other veterinarians who would perform various free neutering procedures in the city. So, a few weeks later everything was resolved, but if I depended on those two guys who were there, nothing would have happened; they were clearly just wasting time with public money.
Since I only saw her the next day, the laziness of those two public employees bothered me deeply, and at the time I was drawing, so that night, while looking for a subject to draw, the idea came to me on its own.
They gave me her phone number because I arrived and went in, but if I had kept knocking on the door, that's certainly what would have happened!

Since this happened a few years ago, I went to chatgpt to see if the information I had collected was real and still valid, and I found that it was... I took a screenshot of the response.
