Governments:

 El Salvador made Bitcoin legal tender. Several US states are now holding Bitcoin as a reserve asset. Other countries are quietly studying how to do the same.

Why the shift?

 The world is printing more money than ever, causing inflation. Bitcoin's fixed supply makes it attractive as a hedge against that inflation.
