The Digital Belarusian Ruble (CBR) will be fully put into circulation in Belarus in the second half of 2026, said Roman Golovchenko, Chairman of the Board of the National Bank of Belarus.
According to him, by this date, business entities will be able to use the digital form of the national currency, and in 2027 the Central Bank will become available to government agencies and citizens.
The development of the CBR platform began in January 2024. It was created by one of the main developers of software solutions for the National Bank of Belarus, the Center for Banking Technologies. The platform was developed on the open blockchain Hyperledger Fabric, which is based on the source code from the Linux Foundation. First, programmers will have to develop the core of the platform, and then financial services for it.
Hyperledger is an open source blockchain project and related tools launched in December 2015 by the Linux Foundation with the assistance of IBM, Intel and SAP Ariba. The goal of the consortium was the joint development by its participants of distributed registries based on blockchain, one of which was Hyperledger Fabric.
The Central Bank of the Republic believes that digital national currency technologies will be of the greatest interest in cross-border payments. As in Russia, the authorities in Belarus believe that the new form of money will allow countries to build interstate financial flows protected from sanctions.
Golovchenko noted that the digital ruble is among the priorities of the National Bank. According to him, the most important issue that the Central Bank will solve is the safety of funds.
The ability to track how "digital money flows through the entire chain" is very important, the head of the regulator explained.
Golovchenko also called the topic of using digital currency in cross-border settlements very promising. He noted that Belarus is "working very closely" with Russia on this issue.
"It is very important that these currencies, as they say, "communicate" with each other and we can conduct cross-border transactions. Now, in parallel with the creation of the infrastructure of the Belarusian digital ruble, we are already working on a joint action plan to use these tools in mutual settlements," he said.
The second stage of the digital ruble (CR) pilot is already underway in Russia. Previously, its widespread implementation was planned from the summer of 2025, but the Bank of Russia postponed the launch indefinitely. According to the head of the Central Bank, Elvira Nabiullina, a new date will be determined after the completion and analysis of the testing, which involves 15 banks and about 30 companies.
At the end of 2024, the regulator, together with the Ministry of Finance and the Treasury, already tested individual operations with the digital ruble as part of the budget process. From August 25 of this year, it is planned to start an experiment on using it to pay social benefits and capital construction costs.
