Telegram’s Pavel Durov Reportedly Leaves France
The founder of popular messaging app Telegram, Paul Durov, has reportedly left France and moved to Dubai after being granted approval from a French court. It was reported on the 13th of March that Durov received permission from the French court to depart the country, although neither Durov nor his legal team have decided to comment or issue a public statement regarding the move.
Durov has been allowed to travel to Dubai, a city known for its business-friendly environment and lack of extradition agreements with many nations. While the terms of the court's decision remain unclear, Durov’s relocation has reignited debates about jurisdiction, privacy, and the responsibilities of tech leaders in combating illegal activities on their platforms.
He had been required to remain in the France following his arrest seven months ago. It was the first time a founder of a social media platform was arrested, and he was charged with multiple infractions linked to allegedly enabling organised crime. Durov is now 40 and he was detained at Le Bourget airport outside Paris in August 2024 and charged in relations to the Telegram app he founded. With more than 900 million active users, Telegram is one of top messaging apps in the world.
Following days of questioning he was charged with several counts of failing to curb extremist and terrorist content and released on a €5 million ($5.6 million) bail. Durov is a citizen of Russia who also holds French and United Arab Emirates passports. He had been banned from leaving France but that changed as he flew out of the country on Saturday. This suggests that Durov has either settled his case in France or received permission to leave the country while the court case is ongoing.
Durov considers himself a self-proclaimed libertarian and Forbes magazine estimates his current fortune at $15.5 billion, but he has remained quiet since his departure from France. His departure from France is another victory in the eyes of Russia, who at the time of his arrest offered their willingness to provide assistance in his case. Durov is the latest Russian programmer to be released by governments worldwide after Alexander Vinnik, operator of the now-defunct cryptocurrency exchange BTC-e, managed to return to Russia last month following a long running dispute over his custody and indictment since his arrest in 2017. The release of Vinnik from a United States prison came as part of a US-Russia prisoner swap as the two nations look to mend diplomatic ties following Donald Trump’s presidential return in January.
Toncoin (TON) serves as the native cryptocurrency of The Open Network, which underpins Telegram’s Mini App ecosystem. Following the news regarding Durov the value of TON rose by around 67% in 24 hours. Concerns do remain over potential volatility but supporters of Durov will be delighted to see the news reflected in the tokens price. Historical data also suggests a pattern of market reaction linked to Durov’s legal troubles. When he was arrested back on the 24th of August, 2024, TON dropped by almost 12% in price.
Telegram have also tightened their blockchain strategy, with the company announcing back in January that they would discontinue support for all blockchains except The Open Network, reinforcing its commitment to the TON ecosystem. They have also fulfilled 900 requests from U.S. authorities for user information in 2024. The platform provided information such as IP addresses and phone numbers for 14 requests between January and September 2024, with the remainder happening after the arrest of Durov.
