Pavel Durov Blocked From Travelling To Oslo Freedom Forum
The co-founder of the popular messaging app Telegram, Paul Durov, has been denied in his request to travel to Norway for the Oslo Freedom Forum. Durov will instead deliver his speech remotely for the event. This news was broken by The Human Rights Foundation (HRF), which organizes the annual event focused on civil liberties and dissent. The HRF founder Thor Halvorssen stated:
“It is unfortunate that French courts would block Mr. Durov from participating in an event where his voice is so needed.”
Durov is a strong vocal advocate for free speech and individual liberty. He was also stopped from travelling to the United States last week for investment-related meetings. The French courts ruled the trip was not deemed essential travel. Durov was indicted on six charges in September 2024 following his arrest at a French airport and he remains under strict legal supervision. He is not allowed to leave France without prior consent.
Pavel Durov has recent accused French intelligence officials of asking him to censor conservative-leaning political content related to the Romanian presidential elections on the Telegram platform. Durov holds multiple citizenships, including France and the UAE, but remains tied to France due to ongoing legal proceedings. He had been granted permission to travel to Dubai earlier this year but his recent requests have been denied.
In relation to the alleged request by Nicolas Lerner, head of France’s domestic intelligence agency, to suppress political voices on Telegram ahead of Romania’s presidential elections, Durov stated on May 18:
"You can’t 'defend democracy' by destroying democracy. You can’t 'fight election interference' by interfering with elections."
Durov claims the meeting took place at the Hôtel de Crillon in Paris and that he refused to comply. He noted that the platform never blocked protesters in countries like Russia, Belarus, or Iran and will not begin doing so in Europe.
"This spring at the Salon des Batailles, in the Hôtel de Crillon, Nicolas Lerner, head of French intelligence, asked me to ban conservative voices in Romania ahead of elections. I refused. We didn’t block protesters in Russia, Belarus, or Iran. We won’t start doing it in Europe."
Durov has repeatedly stated that Telegram will not censor political content on the platform and he was adament that the platform would exit the markets and shut down before they would ever restrict free speech. Although Durov will miss the Oslo Freedom Forum in person, he is expected to address the growing pressure tech companies face from governments, especially in election cycles, as part of his keynote speech.
Some supporters of Durov had noted that the French charges are calculated for political reasons. Many have stated that those in positions of platform founders are being held responsible for internet users’ posts cand this could threaten internet freedom. One advocate said that if tech executives are going to be jailed every time they refuse to remove content that governments want taken down from social media, then no one is safe.
Other are less forgiving, saying that platforms like Telegram need to do more to remove illegal content and safeguard vulnerable communities. So far Telegram has removed thousands of channels linked to Chinese-language cybercrime hubs Xinbi Guarantee and Huione Guarantee, following an investigation by blockchain analytics firm Elliptic. Over $35 billion in illicit USDT transactions have been linked to these groups. These range from money laundering services to fake ID's and stolen data and cyber extortion.
