Telegram CEO
The CEO of messaging app Telegram, Pavel Durov, was released on bail last Wednesday on the condition of paying a €5 million ($5.56 million) bail. He has been placed under judicial supervision with mandatory obligation to sign with the police twice a week in France. Why has he been arrested, and why did he return to France when there was a warrant out for his arrest?
The Russian-born billionaire tech mogul was placed under arrest at Bourget airport outside Paris on Saturday the 24th of August after arriving in the country on his private jet from Azerbaijan. Local authorities arrested Durov on 12 potential charges, which include the distribution of child pornography, sale of narcotics, and organized fraud and money laundering.
Paris prosecutor Laure Beccau noted:
“Pavel Durov was indicted and placed under judicial supervision.”
With Durov banned from travelling outside of France, he is facing some serious charges. He has also been charged for being unresponsive to lawful requests and failure to register cryptography services. The Paris Public Prosecutor’s Office stated:
“Telegram’s almost total failure to respond to judicial requests was brought to the attention of the cybercrime section of JUNALCO.”
JUNALCO decided to open an investigation into the possible criminal responsibility of the managers of Telegram and Durov spent 96 hours in custody, which is the maximum time an offender can be kept under French law. Durov's arrest drew public outcry in Paris, Moscow and Abu Dhabi governments. Even though Durov has distanced himself from Moscow, the Russian military makes use of Telegram for battlefield communications.
Durov is an Emirati citizen and the United Arab Emirates have announced they asked the French authorities to allow consular access to Durov. The foreign minister of Abu Dhabi said:
“The UAE is closely following the case of its citizen Pavel Durov, founder of Telegram, who was arrested by the French authorities in Paris–Le Bourget Airport, emphasizing that the UAE has submitted a request to the Government of the French Republic to provide him with all the necessary consular services in an urgent manner."
According to financial statements for Telegram for the year 2023, the company held over $400 million in digital assets. With around four million premium users by the end of 2023 and over five million by mid-2024, the messaging platform generated $342.5 million in revenue but had an operating loss of $108 million for the year.
With an integrated wallet and the sale of digital assets, about 40% of the company's revenue came from activities related to digital assets. Telegram’s financial disclosures note that the integrated wallet allows users to store, send, receive, and trade various cryptocurrencies directly within the app. This has likely helped with the sharp increase of digital assets held by the company. The app earns fees for facilitating transactions between users.
With the app so heavily involved in the cryptocurrency space, many crypto users will be watching on with intrigue to see what happens in Durov's case. He holds 4 passports - Russia, France, the United Arab Emirates, and Saint Kitts and Nevis. It adds to the intrigue of his case at an international level, He has long held strong ties with powerful nations including the United States, and all eyes will watch with intrigue as this case unfolds.
