Ethereum is changing. At first it used to have heavy fees while moving the funds. That changed since the proof of work is changed to the stake based ecosystem. And now the fees are low and the gas fees are not going to cause much of the issues. And the L2 are finding it harder to keep up with the Ethereum ecosystem. 

Vitalik noticed the change of fees of L1 being lower than the L2 and role of the L2 now changing. Lot of copy pasted projects and the chain have to reduce in the numbers too. And how he sees the creator DAO needs to be formed. 

L2 were hyped because of the low fees but as low fees becomes on the L1. And which means they have to really come up with features which L1 lacks. And so they have to keep becoming better in terms of the value. And that is what we have to build around. Now they want to push change in the ecosystem. 

Creator DAO needs to become norm on Ethereum too. Like Steemit, Zora and many other creator monetization based content network has to be formed and being compensated to be on the ecosystem. Which is what he is trying to push for the upcoming changing scenes on the DAO. No more copy pasted projects and tokens.
