Offline transactions are norm with the UPI Lite tech which is India using in device to device communication offline using NFC. And this made the offline cash payment possible making the tokens easier to transfer like cash. 

India has UPI system that allows payment through email like address, QR code and the NFC based payments. So the NFC payments are contactless internet less payment system for the mobile, tablet and other devices.

Now this system is being used by many other CBDC apps and the payment systems like UPI etc. And this has made the contactless payments a new norm. In the places like village and the remote locations this works like cash.
