Ireland has been having issues with the money laundering for last few years since the Pandemic. Despite the UK doing a good control over the compliance and the money laundering through crypto. Some of the other EU nations seems to have issues with the exchanges. Coinbase we all know is pro USA and they are absolutely don't abide by local rules.
Europe catched upto them eventually and fined them for the 24.6M for the annual compliance and the money laundering issues that were happened with the Central bank of Ireland.
Compliance is a serious thing. Western exchanges absolutely break rules in Asia, India and middle east and pretend that those nations are the problem. And now same exchanges are doing the same in their own lands. And they are being sued not forced to comply but sued. So now they would be waking up for the compliance and other rule enforcement.
Coinbase will be forced to accept the changes and also they seem to be having some counter arguments too. They would be pushing them into the govt and the unions in the EU. And that would be forming another layer of the compliance related issues.
