This speech seems to reflect that the Chinese Government is threatened by how China doesn't lead the Bolckchain technology and the crypto space. 

As part of China's Blockchain push, the "National Blockchain and Distributed Accounting Technology Standardization Technical Committee" has been formed and an announcement on Monday 13 April 2020 from the chinese Ministry of Industry and Information Technolgy (MIIT) listed the 71 members of this commitee.

This Commitee is chaired by Chen Zhaoxiong, the MIIT deputy minister and have members from notable universities such as Peking University, Tsinghua University and Fudan university and more important major chinese companies such as the giant telecom manufacturer Huawei, Tencent the owner of WeChat, Baidu, the e-commerce giant JD.com and Ant Financial an affiliate of Alibaba.

As predicted by Mark Zuckerberg during his appearance before the US Congress when he said “China is moving quickly to launch similar ideas in the coming months”, Blockchain technology seems to be leaded by China.
