For Medium, both readers and creators are leaving.
Recently, a reader directly complained about Medium. He has been a paid member (pays $50 per year) for two consecutive years. Now he decided to leave—the screenshot attached below shows the reader's frustrations on Medium.

Readers and consumers of content are the most important stakeholder of the content publishing platforms
Content creators and content consumers are the two major stakeholders of a content publishing platform. A content publishing platform can’t survive without the active participation of both.
The creators are the people who create content, such as blogs, vlogs, etc. The consumers are the people who view/read the published content. Most creators are also consumers of the content of fellow creators.
Some people consume more than creating content. Or some people who only like to consume the content of the creators. They hardly create any content.
On Medium, the creators get paid through the Medium Partner Program.
What do the readers get for their valuable time of engagement on Medium?

Medium-dot-Com doesn't have enough for the readers; they don't pay any monetary incentive to the readers
It pays the bloggers through a paywall called Medium Partner Program. The payment is determined by the reading time. But, the readers don't get anything other than the blogs. The readers are not paid any incentive for devoting reading time. On the contrary, the readers have to pay membership fees of $5 per month or $50 annually.
Most people on Medium think that the consumers can't expect any monetary gain for devoting reading/consuming time. But, time is more money than real money. Consuming the content is the most important work the readers/consumers are doing.
