This is the least shocking bit of news in the history of the news.
The thing is, whatever you aim for, think, plan, want - never survives contact with reality.
Here's the reality, the US cannot afford to impose tariffs on certain tech products. Reasons? Where do we start? Everything Apple does is made mostly outside of the US.
The intellectual property is all in the US, but hardware isn't.
And it is simply not possible to move manufacturing from other countries to the US.
Once again, reasons? A long list, including cheap labour, which you can't get in the US.
People get too stuck on theoretical situations, and forget that the real world exists.
In theory, the US wants to impose tariffs on anything and everything and anyone and everyone.
In practice, that's just not possible.
