Beijing Aims to Hurry Blockchain Adoption by Two-Year Timeline for Digital Infrastructure

Beijing has unveiled a sweeping two-year strategy to cement its position as a hub of digital innovation through the widespread adoption and development of blockchain technology. Unveiled on April 29th, the strategy comes on the heels of a joint effort by several Beijing government departments.

The strategy clearly sets blockchain as an "industrial digitization core technology and critical digital infrastructure." Important objectives include measures to "enhance the value extraction of digital assets with the use of blockchain." The city has invested considerable amounts already in this line of research and development.

The strategy outlines the creation of building-block blockchain software to realize breakthroughs in cryptography, confidential computing, and distributed systems. It also addresses the construction of secure blockchain infrastructure, including national-scale blockchain hubs and trusted digital identity platforms and distributed data directories.

The strategy has focused on integration into several key sectors:

Healthcare
Education
Financial Services
Transportation
Artificial Intelligence and Large Language Models
One of the guiding principles of the plan is the principle of "one blockchain, one network, one platform," a statement of a wish to possess a single, interoperable digital ecosystem. By 2027, the project aims to deploy specialized blockchain chips, privacy protection, cross-chain interoperability, and distributed networks. The project envisions the realization of petabyte-scale trusted node storage, large-scale blockchain interoperability, and a hundred-million-user-scale interoperable trusted identity system.

The authorities hope to establish over 20 benchmark apps in spaces such as artificial intelligence model development, insurance services, and digital identity management. The strategy sets out hopes to develop national blockchain hub nodes and technical service platforms to support scalable applications across various sectors.

Specifically, targets also include breakthroughs in privacy computing, increased cross-chain inter- connectivity, and development of trusted data exchange platforms. Within the healthcare sector, blockchain technologies are going to be built for seamless handling of medical insurance claims as well as sharing personal patient records in a safe manner.

Government is trying to allure banks as well as insurance companies to embrace blockchain technology as an interface in their credit origin, underwriting, and handling of risks. Through more transparency and exchange of credit information between public and private systems, regulators hope to increase financial resilience and reduce systemic risk. Beijing will also promote the use of blockchain in logistics and transportation. Vehicle key data will be standardized and exchanged among freight, settlement, and insurance platforms, hoping to improve real-time data interoperability and ease logistics financial services.

This two-year Beijing blockchain development plan is a tangible illustration of how city-level initiatives can propel technological innovation through coordinated strategies and focused investments. The emphasis on foundational research, infrastructure building, and cross-sectoral integration puts Beijing in a position to become a leading global center for blockchain technology and its varied applications.
