It's clear that it's prostitution, human trafficking, extortion, racketeering, tax fraud, insurance, and code violations, and also probably tied to Chinese Triad and drugs and violent crimes.

Also probably trafficking and abuse of minors.

Can't the landlord get sued? Can they criminally charge the landlords benefiting from this?
