European Liberal Forum: AI regulations and the future

Francesco Cappelletti, a Senior Policy & Research Officer at the European Liberal Forum, underscores the urgent need for global cooperation to regulate artificial intelligence (AI) in a manner that safeguards democracy and individual freedoms. While AI can potentially revolutionize various sectors, its unregulated use poses significant threats, such as job displacement, biased decision-making, and, most alarmingly, the erosion of free will through data-driven manipulation. The dystopian scenarios often depicted in science fiction and conspiracy theories highlight the need for a balanced approach to technology, emphasizing its neutral nature and the societal impacts dictated by user applications.

Cappelletti points out the challenges of maintaining ethical control over technology in a world where values differ significantly, citing examples of China's social credit system and North Korea's information control. The EU's attempt to lead in AI governance through the AI Act, which aims for clarity, harmonization, transparency, and ethics in AI applications, represents a significant step. However, the rapid evolution of technology and its borderless nature call for a broader, international strategy to address these issues effectively.

The concept of 'cyberspace' as an emerging superpower comprising AI, supercomputing, the metaverse, and future technologies underscores the need for a strategic balance of power. The EU's collaboration with AI pioneers and like-minded partners, such as the US and the UK, is crucial in tackling these challenges collectively. Cappelletti advocates for a global summit to establish core principles for safer AI practices, suggesting that such an initiative could lay the groundwork for a Treaty on Artificial Intelligence. This global approach aims to ensure that as technology continues to shape our lives and culture, it does so in a way that prioritizes human values and safety.

The Parlaiment Magazine: EU, Mercosur, and agricultural trading 

Europe-wide protests have escalated, reaching Brussels as farmers from across the continent assembled before the European Parliament to voice their discontent with the EU's agricultural policies and the looming trade agreement with South America's Mercosur bloc. This agreement, forged after two decades of negotiation and still pending ratification, is feared to disadvantage European farmers by flooding the market with South American agricultural imports, challenging local production with added regulations and environmental concerns.

Farmers like Helen O'Sullivan and Ana Mahe of the newly formed Irish Farmers Alliance argue that the deal introduces unnecessary red tape and environmental hurdles, questioning the logic of importing beef from South America when Europe can produce sustainable food locally. The debate extends beyond the agricultural sector, with environmental NGOs expressing worries about the deal's planetary impact. However, some advocate for the broader benefits of free trade, suggesting it could enable the EU to export energy-efficient and technologically advanced products to South America.

The European Commission counters the criticism by highlighting the deal's potential to remove trade barriers and open South American markets to European products, suggesting a mutual benefit from specialized economies. However, concerns persist among farmers about additional challenges, such as taxes on tractor gasoline in France and Germany, indicating a broader discontent with governmental policies affecting the agricultural sector.

This wave of protests, which has seen participation from various farming unions and political figures, including members of the European People's Party, reflects a complex mix of economic, environmental, and political tensions. Amid accusations of political opportunism by far-right parties, farmers insist on a non-partisan, common-sense approach to addressing their grievances, emphasizing the need for solutions that recognize European agriculture's unique contributions and challenges in a global context.

Brussels Report: Problems with the EU's administration regarding auditing

This Policy Paper delves into the problem surrounding the EU's cohesion policy, which, despite being extensively evaluated, needs a robust, transparent, and influential auditing culture. This situation raises questions about why evaluations have yet to lead to significant changes or improvements, especially in the face of (national) interests that may impede reforms. However, the paper argues that more is needed to fully explain the stagnation, noting that other EU policy areas have overcome similar challenges through structural adjustments.

With increasing competition for EU funds due to new strategic priorities such as enlargement, the war in Ukraine, and shifts towards sustainable growth and new energy infrastructures, the paper highlights the pressing need to ensure the effectiveness and legality of EU spending. Despite governance adaptations, the added value of cohesion funds, which account for 35% of the EU budget, remains to be questioned.

The paper distinguishes between single-loop learning, which involves minor adjustments without altering the system's core values, and double-loop learning, which necessitates a fundamental reassessment and change in these underlying values, including transparency, subsidiarity, independent monitoring, and function redesign.

Key conclusions include the necessity for member states to audit their expenditures effectively, creating a network of independent auditors to foster capacity building and mutual trust among member states, and the need for a shift from the status quo in governance to ensure future-proofing of cohesion funds. The paper suggests decentralizing audit functions, enhancing the role of national audit bodies, and reimagining the European Court of Auditors (ECA) as a network-based authority to encourage a professional auditing culture across the EU.

Furthermore, the paper proposes structural reforms starting with the Joint Audit Directorate, suggesting its transformation into an independent agency that works with national audit authorities. It also envisions a more integrated and networked role for the ECA, emphasizing the importance of subsidiarity and the potential involvement of national Supreme Auditing Institutions (SAIs) in a cohesive auditing framework.

The paper acknowledges a general lack of urgency and appetite for structural reforms within cohesion funds, highlighting the need for a shift in leadership and a rethink of current auditing practices to assess these funds' national and EU-added value honestly.

ECFR:  Challenges for European integration 

On February 1, European leaders, overcoming Hungary's initial resistance, unanimously approved a significant €50 billion aid and recovery package for Ukraine, marking a pivotal moment in EU solidarity and strategic action. This decision aligns with the European Council's recent move to initiate accession negotiations with Ukraine and Moldova, emphasizing the EU's commitment to its eastern enlargement amidst geopolitical challenges, including uncertain support from the US and the potential political shifts with upcoming US elections.

European leaders, recognizing the strategic imperative of the EU's eastward expansion and the geopolitical awakening triggered by events since February 2022, face the critical challenge of enhancing internal integration to ensure the EU's viability as a geopolitical entity. This necessity is underscored by the need for the EU to operate as a unified actor on the global stage, capable of rapid and adequate decision-making in foreign, defense, and economic policies.

However, deepening the EU's union needs to be improved by divergent national narratives, a lack of a widespread European spirit advocating for integration, and a robust stance on issues like Ukraine. Political elites appear hesitant to drive a new phase of integration. However, there is potential for change, especially among younger generations motivated by shared interests like climate change.

The political landscape could shift post-European Parliament elections, offering a window for renewed integration efforts. The leadership in the five largest EU countries, enjoying relative political stability, could spearhead this initiative. Yet, challenges persist, including the traditionally strong France-Germany axis's diminishing efficacy and the need for new leadership dynamics at the EU level.

Italy's Giorgia Meloni, positioning herself beyond traditional Euroscepticism, may play a crucial role in shaping a new European vision that accommodates nationalist perspectives while aiming for constructive engagement. A strategy of forming integration agreements among major EU players could pave the way for a more flexible, concentric model of European integration, potentially aligning with Meloni's and other emerging nationalist leaders' visions.

The upcoming appointment of a new European Council president offers an opportunity to drive this integration forward. With his technocratic profile, Mario Draghi emerges as a strong candidate capable of navigating the EU through these transformative times, potentially bridging traditional European integration ideals with contemporary conservative pressures and the urgent need for a united EU stance in facing external challenges.
