#2 refers to the first of the five basic laws of human stupidity by economic historian Carlo M. Cipollain his 1976 essay “The Basic Laws of Human Stupidity”

Cipolla defines a stupidity not by a person’s IQ, but by their actions i.e. someone who causes losses to another person or group while deriving no gain and possibly incurring losses themselves. (I would add self infliction to the definition but Cipolla is dealing with your interaction with other people. So we will ignore our own stupidity for the time being).

At the beginning of each shutdown we arrive early for a special Prestart called “Expectations” where supervision runs through some expectations with regard to housekeeping and safety, mainly for the people new to site. It is pretty much the same every time.
