SCIFI Future - Cell Towers on the Moon

So if space is being weaponized and the satellites are attacked you better have a Plan B. That's how I read the new NASA announcement for building Cell towers on the moon. 

"NASA has tapped Finland's Nokia to build the first ever cellular network on the moon. The network is going to be part of NASA's plan to return humans to the moon by 2024"  Plan B includes towers run from the Moon. 

"Nokia plans on building the network by partnering with Intuitive Machines and delivering network equipment to the moon that will "configure itself" and establish an LTE network there."

I envision a few hurdles to overcome to this to happen.  The foundation for the towers for starters. Then how will these be powered?

Who will service them when issues arise?
