I am the first to agree that COiNBASE is hardly the best crypto-exchange out there. The once-lauded crypto-exchange has recently been beset with a myriad of issues and problems! But forget all that! The good thing about COINBASE is that it's "learn and earn" video questionnaire is still up and valid.
Whether you have an old used account from back in it's heyday or you've yet to open one (It only takes seconds to open a Coinbase account) it is definitely worth revisiting.
