According to a report from the Financial Times, the idea is to help the Maldives transition away from its over-reliance on tourism and fishing and attract investments.
The project is reportedly worth $9 billion.

I've been to the Maldives twice, once for work, sort of, and the second time on holiday, and the place is different from what you might think.
The country is absolutely over-reliant on tourism, but its capital city is a mess, it definitely needs work, and it needs something.
There's no tourism in the capital, no one in their right mind would go there on holiday.
There's no ETA, which is convenient because you can get it done in two years or in 20 years, but I think it's a great idea.
