In legislation drafted by the Russian Natural Resources Ministry, Russians citizens will be able to apply to obtain up to 1 hectare (0.01 square kilometres) of land in the nation's resource-rich far north to build homes, construct farms, or use for other business. The land will be given free of charge for a period of five years, and after the period is over, users can choose to purchase the plot or take out a 49-year lease. Official spokespeople stated that the program is primarily aimed at reducing arctic depopulation.

The residents of Russia's Arctic regions will be able to obtain their land six months before the program is opened for all Russian citizens, though this proposal still needs to be approved by parliament and signed by President Vladimir Putin before it becomes law. Under the proposed law, individual Arctic regions will determine which plots of land will be set side for the program. The program will encompass the Murmansk Region, the Nenets Autonomous Area, and the Yamalo-Nenets Autonomous Area.
