Did the SEC break the law regarding cryptocurrency?

I have to say, I have written about how I believe that the SEC will lose the case against Ripple (XRP) and generally will lose it's fight against cryptocurrency in the long run.  I believe that the evidence is mounting that most if not all cryptocurrencies are not securities. I mean the judge in the SEC vs Ripple Labs even handout out a legal ruling stating as much for sales to the general public. I, as many others have written about how the major questions doctrine may and in my opinion should affect what the SEC is trying to do to cryptocurrencies (picking and choosing winners all willy nilly like) with no reverence for the fact that they have no jurisdiction.

The issue at hands appears to have to do with the SAB 121 https://www.sec.gov/oca/staff-accounting-bulletin-121 

Apparently, they were supposed to send it to congress. This was from the GAO or government accountability office.  The allegations made against the SEC was that it made an illegal action.

Now, I am not involved in the law. So my point is less about the technicalities.  It is about the fact that the GAO has questioned the SEC.  I have and I am just a regular Joe.  

Mark my words, this is another indication that the SEC is in the wrong on cryptocurrencies!
