UK, Colombia crypto exchanges fined by TD Bank

In accordance with FinCEN's findings, TD Bank was responsible for facilitating bank transactions totaling more than one billion dollars from two foreign cryptocurrency sites.

The recent breakdown that occurred at TD Bank may have connections to two cryptocurrency companies in Colombia and the United Kingdom that have not been identified.


The United States branch of TD Bank reached a settlement on October 10 that included the payment of more than $3 billion in fines and the acceptance of constraints on its development trajectory in the United States. The settlement was connected to inappropriate monitoring of money laundering by criminal organizations.

 

According to a report that was released on October 10 by the Financial Crimes Enforcement Network (FinCEN), the transfer volume of TD Bank was tied to two cryptocurrency organizations that were unknown. The total amount of the transfer volume was over one billion dollars. The transactions were carried out by an unidentified company that has only been referred to as "Customer Group C." This company is said to be involved in the "sales finance and real estate industries."

Customers belonging to Group C conducted more than one billion dollars' worth of transactions through TD Bank during the relevant time period. More than ninety percent of the funds that were received came from a cryptocurrency exchange based in the United Kingdom, and more than sixty percent of the funds that were sent out were wired to a Colombian financial institution that also provides services related to virtual assets.

The aforementioned client group is said to have carried out an average of more than one hundred million dollars' worth of wire transfers each month, the majority of which "facilitated apparent third-party cryptocurrency trading" in "high-risk" jurisdictions such as Colombia, China, and nations in the Middle East, as stated by FinCEN.

TD Bank has been responsible for facilitating bank transactions totaling more than $650 million for "Customer Group C," which were received from an international bitcoin trading organization.

 

According to FinCEN, this particular volume "significantly deviated" from the onboarding material that was provided to the client group.

"During this time period, Customer Group C received more than $650 million from an international cryptocurrency exchange platform. TD Bank was not aware of the purpose of the funds, the ultimate originators of the funds, or the source of the funds."

TD Bank continued to execute transactions, including the facilitation of approximately $420 million to a "financial institution offering cryptocurrency services in the high-risk jurisdiction of Colombia." This was done despite the fact that the origins of the money were unclear.

TD Bank has previously engaged in a brief period of experimentation inside the bitcoin market. Cowen Digital was established in March 2022 by TD Cowen, an independent investment bank based in the United States, with the purpose of offering institutional customers exposure to the cryptocurrency market via the use of sixteen different crypto assets, including Bitcoin and Ethereum.

The cryptocurrency division of TD Cowen and Company was terminated in June of 2023, however the cause for its termination was not disclosed.

 

The Cowen Bank was purchased by TD Bank Group in August 2022 for a total of $1.3 billion. The transaction was finalized in March 2023, which was three months before to the completion of the crypto wing's closure process.

 

A number of cryptocurrency companies went out of business in the previous year, and the United States was experiencing a financial and regulatory crisis in 2023.
