The Choice and the Consequence
It would be very simple to think of a perfect world and say that the correct choice 100% of the time is to make a report, but as the world we live in is not completely fair and impartial, your choices, however correct they may be, may end up bringing a negative consequence for you, even if you have nothing to do with the reported situation in question.
Imagine the following scenario, the country you live in does not have strict laws for those who commit crimes and you know that even if the person ends up being convicted, they will easily get out in a short time. In this way, would you choose to be a “Whistle Blower” in the most direct sense, making it clear that you are a defender of justice and that it was because of you that wrongful act was reported to the authorities and the reason he was arrested?
In a short time the criminal leaves, and you who made all the fuss may be in danger, he knows who you are and he also knows that it was because of you that he was arrested. Therefore, instead of being a Whistle Blower, telling everyone that it was you, a simpler way to guarantee your safety and help with the situation is a simple call letting them know what happened and letting the authorities solve the case.
In a more idealistic scenario, this fear of retaliation should not exist, because the authorities would guarantee the safety of the person who warned. But returning to the real world, guaranteeing the safety of everyone who reports a crime would be almost impossible without great management planning that optimizes overall safety.
The reason is simple, the financial cost and lack of personnel. It is known to everyone that there are different crimes happening every day, in different places, in each country around the world, assuming there was an incentive for people to report it, how would it be possible to allocate a police officer to ensure the safety of each person? There is not the necessary number for this, because there would end up being a lack of police officers to carry out general patrols.
Perfect World or Not?
In the real world, there is no guaranteed protection for the person who acts correctly, so a call can resolve this issue without causing risks to the individual, as long as their data is protected, because there is a risk that the person will call and their data will end up leaking. There are always positives and negatives, actions and consequences.
Another possible solution would be to automate warnings, spreading cameras to all possible places, or at least more risky places, monitoring all streets and places 24 hours a day. However, this solution also has a price, in addition to being expensive and requiring great system security to avoid failures and intrusions, there is also a whole situation regarding freedom and privacy. If such a world existed, would it be perfect or not?
