Universal Basic Income: 

As a result of the COVID-19 pandemic, an estimated 97 million more people now live on less than $1.90 per day, raising the global poverty rate from 7.8 percent to 9.1 percent. This economic downturn has had a disproportionate effect on poorer nations, deepening inequality and fueling instability. In many parts of the world, there has been an increase in civil unrest, looting, and pillaging, often involving individuals under the age of 40. While the pandemic has served as a catalyst, the roots of this crisis lie deeper—in a longstanding demographic and economic imbalance.

The youth population is rapidly increasing. By 2030, the number of young people worldwide is expected to rise by 7 percent to nearly 1.3 billion. Asia will continue to house the majority until around 2080, when Africa is projected to take the lead. In 2015, 226 million youth aged 15-24 resided in Africa, accounting for 19 percent of the global youth population. This number is projected to grow by 42 percent by 2030 and is expected to double by 2055.

This demographic boom, if unmanaged, contributes to rising poverty, disease, and unemployment—breeding widespread dissatisfaction with existing socio-political structures. A Universal Basic Income (UBI), or alternatively a Permanent Dividend Program (PDP), is a compelling response to these conditions. As Buckminster Fuller once noted, humanity stands at a crossroads between utopia and oblivion.

Naomi Klein has emphasized the urgent need for systemic restructuring: rebuilding the public sector, reversing privatization, localizing economies, regulating corporations, and addressing historical debts to the Global South. With time running short, the need for decisive action is imperative.

Automation and Labor Disruption

The ongoing automation of labor, driven by artificial intelligence, threatens to displace vast numbers of workers. Estimates suggest that between 47 and 80 percent of current jobs could be automated within the next two decades. A UBI funded by the profits of automation could act as an income floor, allowing people to share in the benefits of technological advancements and enabling job-sharing through reduced working hours.

Paradoxically, UBI may accelerate automation by empowering workers to reject low-wage, demeaning jobs, thereby pressuring companies to adopt technological alternatives. Rather than resisting automation, society should embrace it while ensuring its dividends are equitably shared.

Democratic Participation

By decoupling income from labor, UBI may enhance civic participation. Financial security can afford citizens the time and resources to vote, attend meetings, and engage in community life. Research suggests that children whose families rise out of poverty are more likely to participate in politics later in life. UBI also supports educational advancement among young adults and can elevate the status of women in households by providing them with greater economic independence.

Participation in political life is a core democratic right, which presupposes a degree of economic independence. Without it, freedoms such as speech and assembly are severely constrained.

Social Cohesion and Trust

High levels of economic inequality negatively impact social cohesion. UBI, by reducing inequality, can promote broader social networks, enhance trust in institutions, and improve citizens' perception of the legitimacy of their governments. An online, decentralized UBI system could further mitigate corruption and foster transparency.

Economic Benefits

UBI has the potential to reduce income inequality through progressive taxation and by supporting lower-income households. In various African countries, regular and predictable cash transfers have improved nutrition, increased income-generating activities, and enhanced resilience to environmental risks.

Access to UBI may also reduce migration pressures, especially under the looming threat of climate change. Additionally, savings from UBI can act as a safety net, support entrepreneurship, and enable investments in education and other productive assets.

Gender Equity

UBI can help address gender inequalities by empowering women economically. This is particularly significant in households where women bear the brunt of caregiving responsibilities. By reducing dependency on partners, UBI can offer escape routes from abusive relationships and challenge traditional gender roles in unpaid domestic work. Evidence links female empowerment with improved psychological well-being, better child nutrition, and increased educational attainment for girls.

Health Outcomes

Access to a regular income can improve health outcomes by reducing barriers to medical services, including dental and preventive care. UBI could also alleviate stress, a major contributor to mental health disorders. Financial security allows individuals to move out of harmful working conditions and toxic environments.

A predictable income stream can reduce feelings of guilt associated with receiving government support, often rooted in outdated moral doctrines. Regular, smaller payments, rather than sporadic lump sums, are more effective in alleviating financial stress.

Racial Equity

UBI can help dismantle racial and gender stereotypes in welfare systems. By extending benefits to all citizens, it eliminates the stigma that disproportionately affects Black and female recipients. Universality in aid promotes inclusivity and challenges narratives that devalue unpaid caregiving labor, which is often undertaken by women of color.

The Future of Work

While UBI cannot single-handedly resolve structural labor market issues, it can empower workers to reject exploitative conditions and seek more meaningful employment. This increased autonomy does not substitute for labor regulations, but it can transform precarious employment into voluntary flexibility. UBI also recognizes and supports unpaid yet essential labor, such as caregiving and community engagement.

Broader Societal Impacts

UBI has demonstrated the potential to reduce crime, malnutrition, and school absenteeism. It can help stabilize the middle class and streamline convoluted welfare systems. By simplifying access to aid, reducing transaction costs, and ensuring universality, UBI increases political sustainability.

Financing and Implementation

Critics often ask, "Where will the money come from?" The Institute for Economic Justice in South Africa has demonstrated that even resource-constrained countries can implement food-based UBI programs. Alaska’s Permanent Fund Dividend, although currently lagging behind inflation, serves as another model—one that could benefit from smart contracts and ring-fenced governance to prevent misuse.

A well-managed fund that invests in growth and inflation-resistant assets could provide a stable income source. With modern markets increasingly driven by automated trading, there is potential for long-term financial stability. Cryptographic tools further ensure individual autonomy and security, enabling decentralized systems for wealth distribution.

Decentralized Solutions

Proof-of-Stake (PoS) and Delegated Proof-of-Stake (dPoS) blockchain systems offer a way to democratize financial coordination. In these systems, trust is rooted in code and community consensus, not centralized authority. Initiatives like Proof of Humanity and the UBI token on Ethereum demonstrate how identity verification and wealth distribution can be decentralized and equitable.

Ultimately, Universal Basic Income is not just a policy proposal; it is a blueprint for a more just, stable, and democratic society. As Naomi Klein reminds us, systemic change is urgent. The question is not whether we can afford UBI—but whether we can afford to live without it.
